In 2017, the Morgan County-Ogden Valley Rural Planning Organization (RPO) was formed to establish a process for the local jurisdictions within Morgan County and the upper Ogden Valley to cooperatively plan the transportation system and prioritize transportation projects. The RPO has since become the Morgan County RPO. The process is intended to smooth the transition between transportation planning and project development, while ensuring that community transportation needs are recognized. One of the principal products of the RPO is a coordinated long-range transportation plan. In 2021, the RPO was reorganized to the Morgan County RPO.
