The Utah Department of Transportation shall not commit, encumber, or expend these funds until after the tenth day of the 2025 Legislative General Session. Should revenue collections and estimates be insufficient to support all appropriations including that for Higher Education Debt Service and the General Fund deposit to the Transit Transportation Investment Fund, the Legislative Fiscal Analyst shall rescind the $50,000,000 one-time General Fund appropriation to the Transit Transportation Investment Fund in base budget bills prepared for the 2026 General Session.
