2025NotableLegislationTransportationAmendmentsHousingandTransitReinvestmentZone(HTRZ)AmendmentsTransit,andTransportationGovernanceAmendmentsAdvancedAirMobilityAmendmentsPopulationDataAmendmentsBicycleLaneSafetyAmendmentsUtahHousingAmendmentsHarper/ChristoffersonSB195TransportationandInfrastructureFundingAmendmentsTeuscher/CullimoreHB502Thisbillmakesthefollowingchangestonewandexistingprograms:Makeschangestoimpositionofthe%u201c5th5th%u201dlocaloptionsalestaxFundsspCounty(SLCo)transportatiandwaterprojectsoutoftheCountyoftheFirstClassInfrastructureBank(CFCIB)FundsspecificSLCotransportationprojectsoutoftheCountyoftheFirstClassHighwayProjectsFund(CFCHPF)FundsalocalprojectwithTIFfundingFundsaBigCottonwoodCanyonpublictransithubandassociatedingress/egressCreatesanaffordablehousinginfrastructuregrantprogramforSLComunicipalities,fundedbya$70MUDOTbond.Harper/WhyteSB26Harper/ChristoffersonSB96Gricius/McKellHB379Mauga/WeilerHB290Dunnigan/FillmoreHB37ThisbillmakestechnicalchangestotheHTRZstatute,including:ClarifyingcertainadministrativefunctionsClarifyingdefinitionsofaffordabilityandcommuterrailRequiringthat25%ofunitsaremulti-bedroomRequiringproposalstodemonstratemeetingcertainobjectivesAdjustingeligibilityatcertainstationsRequiringadditionalbudgetdetail.ThisbillalsoallowsforthecreationofataxincrementtoolinSLCandSandyforconventioncenterreinvestment.ThisbillclarifiesthegovernancestructureofUTAbyrefiningtheallocationofresponsibilitiesamongtheUTABoardofTrustees,ExecutDirector,andLocalAdvisoryCouncil.Additionally,thebillestablishesthatUDOTwillhaveoversightforal%u201cfixedguideway%u201dtransitcapitaldevelopmentprojectsinthestate,withtheabilitytodelegatethatoversighttoUTA.ThischangereinforcesUtah%u2019stransportationpartnersworkingtogethertoprovidemultimodaltransportationchoices.ThisbillrequiresUDOTtocreateanAdvancedAirMobility(AAM)toolkitforlocalgovernments,includingmodelordinances,besti,dlblresourcestoassistindevelopingAAM.ThebillwouldalsorequirethecreationofacommunityoutreachandpubliceducationcampaignthateducatesthepublicregardingpotentialAAMusecases,sharesbenefitsaboutAAMasamodeoftransportation,outlinesstate-driveninitiativestoadvanceAAM,highlightspotentialimpactsontheeconomyincludingjobcreation,andidentifiespotentialphasingforestablishingarobustAAMsystem.ThisbillrequirestheuseofpopulationdatafromtheUtahPopulationCommittee(UPC)asopposedtoCensusBureaudataforvariousolcyhresholdsosafundingallocations,includingB&Croadfundsandlocaloptionsalestaxes.ByusingUPCdataforcertainpolicyorfundingallocations,thischangeisintendedtobetterreflectcurrentpopulationdistributionwhichiscriticalinthefastgrowingareasofourstate.WFRCappreciatesalleffortstoenhancethequalityandavailabilityofdata,whichiscriticaltotheworkMPOsdoinplanningforfuturegrowth.Thisbilldefines%u201cBicycleLane%u201dasalanedesignatedfortheexclusiveuseofbicycle,electricbicycle,andmotor-assistedscootertraffic.Additionally,thebillmakesitamovingviolationtoobstructordrivewithinabikelane,withsomeexceptions.Thesechangescanleadtogreatersafetyoutcomesforpeoplewhochoosetouseactivetransportationfacilities,thusmakingbikingasaformoftransportationmorecomfortableandaccessibleforallusers.Thisbill,amongotherthings,requirestheGovernor%u2019sOfficeofPlanningandBudget(GOPB)tocoordinatethecreationofastatehousngpl,whichmayincludedevelopmentofregionalhousingplansThiswillenablestakeholders,includingAOGs/MPOstocontinuetoengageindialogueaboutregionaapproachestodeterminetheoptimalpathforward.ThebillwouldalsomodifysomeoftheprocessesforModerateIncomeHousingPlan(MIHP)reporting,andwouldallownotforcecitiesandcountiestoimplementa%u201cdensityoverlay.%u201dThisbillisatransportationomnibusthatamongotherchanges,includesthefollowing:Requiresmunicipalities,incollaborationwithMPOs,toamendtheirgeneralplanstoidentifyprioritytransportationconnectionsClarifiesStationAreaPlanning(SAP)reportingrequirements;IncreasestheTransportationInvestmentFund(TIF)statesalestaxearmarkfrom20.68%to27.68%,backingout$330MongoinginGF(initiallyrevenueneutral)ProhibitsSLCfromproceedingoncertainroadwayprojectsunlessapprovedbyUDOTinamobilityplanAllowsstateTIFfundstobeusedforroadwayandtransitcorridorpreservationRequiresUDOT,ratherthanmunicipalities,tomaintainstatehighwaystreetlighting.Harper/ChristoffersonSB174
