Joint Policy Advisory Committee (JPAC)

The Wasatch Front Regional Council (WFRC) and the Mountainland Association of Governments (MAG) established the Joint Policy Advisory Committee (JPAC) in 2002 in cooperation with the Utah Department of Transportation (UDOT) and the Utah Transit Authority (UTA).  The initial purpose of JPAC was to ensure that long range transportation plans and short range programs of the WFRC and of MAG were consistent across the Salt Lake County/ Utah County boundary.  JPAC also worked to develop common criteria for evaluating highway and transit projects, a prioritized list of transportation improvements for the two regions, and funding strategies to implement these priorities.


Over the years the role of JPAC has been expanded to serve as a forum for discussion of all transportation planning and programming issues impacting the urban areas of the state.  To facilitate these discussions, the Cache Metropolitan Planning Organization (CMPO) in Cache County and the Dixie Metropolitan Planning Organization (DMPO) around St. George were added as members in 2007.  JPAC now helps coordinate the development of the long range transportation plans for the four MPOs in the state along with UDOT's plans for the rural areas through review of their financial assumptions and project recommendations.  This coordination leads to the development of Utah's Unified Transportation Plan.  JPAC also discusses issues such as state and federal transportation legislation, highway and transit safety, traffic management, and active transportation.

MEMBERSHIP


The membership of the Joint Policy Advisory Committee (JPAC) includes local elected officials appointed by the four Metropolitan Planning Organizations in Utah—the Wasatch Front Regional Council (WFRC), the Mountainland Association of Governments (MAG), the Cache Metropolitan Planning Organization (CMPO), and the Dixie Metropolitan Planning Organization (DMPO); members of the Utah Transportation Commission; and members of the Utah Transit Authority Board of Trustees.  In addition, the Executive Directors of the MPOS and the Utah Department of Transportation and the General Manager of the Utah Transit Authority participate as members of JPAC.
